Subject: [RFC] EMM Notifier V2(pre1)

This is finally a complete version able to sleep (as needed for XPmem).
I ran it with all debugging methods on on stapp and it so far was successful
to do a kernel compile.

Feedback requested. I will likely sent an RFC out tomorrow. How fast can we
get some sample code to run with this?

V1->V2(pre1)
- Allow callbacks to sleep by converting spinlocks taken while traversing
  reverse maps to rw semaphores.
- Fix aging callback
