Pull workqueue fixes from Tejun Heo:
 "Two workqueue fixes.

  One is around debugobj and poses no risk. The other is to prevent the
  stall watchdog from firing spuriously in certain conditions. Not as
  trivial as debugobj change but is still fairly low risk"
