sysfs.py: extend assert_ctx_committed() for monitoring targets

sysfs.py: extend assert_ctx_committed() for monitoring targets

assert_ctx_committed() is not asserting monitoring targets commitment,
since all existing callers of the function assume no target changes.
Extend it for future usage.
